Development builds the capability that agency depends on, and gives direction somewhere to land. Momentum and structure decide how quickly that growing capability is put to work, while external alignment keeps it relevant to the environment.

Research on capability building and psychological safety links developmental attention to sustained contribution. Publicly, this is described as a leadership function — how often development is enacted, not how much a leader values it.
